Town Manager 

The Town of Grand Lake is seeking candidates for the position of Town Manager. Grand Lake is a small mountain community with a strong visitor base (pop. approx. 450; seasonal 4,000 plus). Target start date of November 1, 2019. Salary (base before benefits) $90,000 - $95,000. Excellent benefits including health, dental, vision, life insurance, and 457 deferred compensation plan.

Home to Colorado's largest natural lake (Grand Lake), this gateway community lies at the doorstep of Rocky Mountain National Park and provides an outstanding opportunity to develop and apply skills in all aspects of local government administration. Approximately 100 miles northwest of Denver, Grand Lake is a statutory town with 14 FTE and a budget of $7.3M.

A bachelor's degree in a related field is required. A master's degree is not required but will be favorably considered. Candidates should demonstrate management and leadership abilities, strong communication skills, integrity, and the desire to promote excellence in the provision of municipal services. Some progressively responsible local government or comparable experience will be preferred, with emphasis upon land use planning, intergovernmental relations, financial management, economic development, and administrative skills.

Candidates should have familiarity with small mountain communities, and a desire to work in a pristine environment that cherishes outdoor activity year-round. Code Administrator/Clerk Pro-Tem Position 

Year-round, full time position. Approximately 40 hours per week with varied/flexible time slots throughout the week. Some weekends and holidays required. Primary duties are administration and implementation of code compliance, and permitting for signs and other design standards. The position also involves serving as Town Clerk Pro-Tem during occasional absences of the Town Clerk. Other duties include administration of various other permit and licensing processes and other special project assignments.

Applicants must have excellent interpersonal skills, and knowledge of standard office computer applications. Applicants must further possess or be willing to acquire upon appointment, necessary pre-requisites to serve in the capacity of Town Clerk Pro-Tem. Local government experience preferred. Valid driver’s license required.

Salary is currently being evaluated but is anticipated to be in the range of $17-$20 per hour DOE/DOQ. Public Works-Operator I Position

This is a year-round, full time position. Salary range $40,000 to $44,000 DOQ/E. On call responsibilities apply. Valid Colorado driver's license required. CDL, Class B with Air and Tanker license required or ability to obtain within 6 months. 

The position is primarily manual labor, and involves use of hand tools, small equipment and heavy equipment.

Town Planner

This is a year-round, full time position. Salary range $48,000-$53,500, plus benefits. Responsible for planning the growth and development within the Town of Grand Lake, including areas under consideration for annexation to the Town. Computer skills including spreadsheet development, GIS, GPS, and other applicable computer applications preferred. Able to read and interpret building plans. This position includes Building Code Administrator and review Building Permit applications and land use (subdivisions, planned developments, variances, etc.) applications.  Perform inspections for compliance with zoning, site conditions, and design review. Prepare staff reports for both Planning Commission and Town Trustees regarding land use applications and assist applicant through regulatory process. Present recommendations to the Planning Commission and Town Trustees both orally and at public meetings and in written form. Answer homeowner and developer questions regarding land use regulations and the building permit process. Suggest revisions to current Town Zoning, Subdivision, Land Use, and Design Standards. Assist in Code Enforcement responsibilities as needed. Grant administration includes; acknowledging the Board's vision and funding priorities, networking with funders, determining best fit/date opportunities, recommending, grant compilation, response to funder questions, proper accounting, tracking of grants and for preparation of grant financial reports to satisfy reporting needs.
