Nightly Rental Licenses

Any residence that is operated as a Nightly Rental, also known as a Short-Term Rental (STR), must obtain a Nightly Rental License (defined as a property rented for less than 30 consecutive days to one entity). Licenses are valid for one year from the issue date and must be renewed annually. 

RENEWING A SHORT-TERM RENTAL LICENSE

You can renew your license by logging into your account via the online portal at https://grandlake.munirevs.com. When renewing your application the Town requires an annual fire inspection report, proof of insurance, a site plan and letter of HOA approval (if applicable). 

APPLYING FOR A NEW SHORT-TERM RENTAL LICENSE

To apply for a new license, please first contact GovOs at blt.str.support [at] govos.com (blt[dot]str[dot]support[at]govos[dot]com) or (888) 751-1911 to setup a new account. Once you have been assigned an account number and access code, you can login to your account at https://grandlake.munirevs.com to complete the application process. Once the required materials and fees have been submitted, Town staff will review and approve/disapprove your application. This process can take up to 10 business days. Once a license is issued, a public notice will be sent out to all neighbors within 100 feet of the property to notify them of the approved nightly rental. 

SHORT-TERM RENTAL FEES

There is a one-time application fee of $165.00 for first-time licenses.  An annual STR License fee is also required upon renewal, based on occupancy:

  • 1-3 occupancy = $700
  • 4-6 occupancy = $900
  • 7-10 occupancy = $1,100
  • 11+ occupancy = $2,000

FIRE INSPECTIONS FOR SHORT TERM RENTALS

An annual fire inspection is required and should be completed prior to submitting a new application or renewing a current Nightly Rental License.  Only the report (not invoice) will be accepted. It is the responsibility of the property owner to schedule and submit the fire inspection to the Town. Property owners can schedule an inspection online at https://www.grandlakefire.org/short-term-rental-inspections

NIGHTLY RENTAL REGULATIONS

All regulations regarding Nightly Rental Licenses can be found in the Municipal Code Chapter 12: Article 2: Section 31B (Conditional Use Permits). Please also review the Town Regulations document at the bottom of this page. There is a $1500.00 fine for any violation of these regulations. Properties that receive 3+ violations within 12 months will receive a 6-month suspension; 5+ violations within 12 months will result in the nightly rental license being revoked.

BUSINESS LICENSE - If you use Evolve Vacation Rental Management as a part of your Short-Term Rental business, you will need to apply for a business license with the Town of Grand Lake.

Contact the website management at blt.str.support [at] govos.com (blt[dot]str[dot]support[at]govos[dot]com) or 888-751-1911 to create a business account.  You will need to provide your contact information; phone, email, mailing address, business name, and nightly rental physical address.  Once the account is created you will be provided with an account number and access code.  Visit the website above, create a profile and using the account number and access code connect your business account to your profile.  You will then have access to the online application, where you will upload the supporting documents and complete payment.  Once the application, supporting documents and Nightly Rental License fee have been accepted by the Town, Town staff will review the application.  If the application and supporting documents are found to be satisfactory, the license will be granted administratively.  If there are questions or concerns regarding the application Town staff will contact, you.  This process can take up to 10 business days for a final decision.  Once the License is issued, a public notice will be sent out to all neighbors within 100 feet of the property notifying them of the approved nightly rental. 

Property information: physical address, legal description, and max occupancy 
Owner information: valid contact information (including phone, email address and mailing address)
Property manager information (if other than the owner): valid contact information (including phone, email address and mailing address) and local emergency contact information of a contact with a permanent residence within a 45-minute drive of the rental. Supporting documentation: annual proof of insurance, annual fire inspection report, site plan showing parking and snow storage, and HOA approval letter (if applicable). 

Yes, a Nightly Rental License must be obtained for each structure, dwelling, or dwelling unit that is being rented.  However, an additional sales tax license need not be obtained if the Property Manager has already obtained one. 

The site plan must depict the layout of the structure showing ingress and egress points, vehicular ingress and egress points, number of parking spots, snow storage equivalent to one-third of the parking area, number of trash receptacles and name of trash company. This does not have to a complicated engineered drawing, it can simply be a drawing done by hand, or a Google Maps screen shot with the required information written on it.  

All nightly rental properties must allow their guests to park on site. The required number of parking spots are listed below, and can be found in the Grand Lake Municipal Code 12-2-28. If not all guests’ vehicles and trailers can be parked on site, they can be parked in Town-designated parking areas and are subject to the same regulations as any other parked vehicle.  No parking is allowed on any landscaped areas of a nightly rental, or in the public street or right-of-way adjacent to the nightly rental. 

  • Studio or One Bedroom Unit - 1 Space
  • Two Bedroom Unit  - 1.5 Spaces
  • Three Bedroom Unit  - 2 Spaces
  • Four + Bedroom Unit  -  2.5 Spaces

The required snow storage area that must be provided is calculated at thirty-three percent (33%) of the total parking, pathways, and driving areas (including shoulders), which also must be noted on the site plan. 

Any residence that is rented on a nightly basis must obtain an annual fire and life safety inspection report prior to submitting a new or renewing a Nightly Rental License application. Property owners can schedule an inspection online with the Grand Lake Fire Protection District. Only the report (not invoice) will be accepted as validation. It is the responsibility of the property owner, not the Fire Department or Town, to schedule and submit the fire inspection to the town. The inspection fees are as follows: 

  • Studio and 1 Bedroom Units - $150.00
  • 2 and 3 Bedroom Units - $250.00
  • 4 and more Bedroom Units - $350.00

This is determined at the discretion of your respective Homeowner's Association. Please contact your HOA for clarification.
